For clarification of roles and responsibilities regarding the monitoring of Home and Community Based Services (HCBS) provider qualifications, as required by each HCBS Waiver program, the State has delegated the initial and ongoing monitoring function to the Managed Care Organizations (MCO) to align with existing contracting and credentialing processes. To ensure compliance with federal requirements, the State will need to demonstrate that all providers actively providing services are meeting all HCBS qualifications as determined by the appropriate approved HCBS Waiver.
The Kansas Department for Aging and Disability Services (KDADS) asks providers to ensure compliance with HCBS qualifications are properly documented to provide an efficient monitoring process for all parties involved.
