KMAP BULLETIN: UPDATED - Autism - CCTS and IIS Clarification on Provider Enrollment Requirements

Effective with dates of service on and after April 3, 2020, additional clarifications are being given to support Consultative Clinical and Therapeutic Services (CCTS) (also known as Autism Specialist Services), and Intensive Individual Supports (IIS) covered under the State Plan Services for EPSDT participants and Title XXI members.

  1. Consultative Clinical and Therapeutic Services (CCTS) with provider type/specialty of 11/403 provider qualifications:
    1. Certificate demonstrating individual is a Board-Certified Behavior Analyst (BCBA) OR Board-Certified Behavior Analyst – Doctoral (BCBA-D), OR Board-Certified Assistant Behavior Analyst (BCaBA), OR
    2. A letter signed by the KDADS HCBS Autism Waiver Program Manager or HCBS Director. This letter will validate that the applicant has been deemed to have met the alternative requirements for this enrollment:
      1. An individual with a master’s degree, preferably in Human Services or Education with documented experience working with a child with an Autism Spectrum Disorder and completion of the a State Approved Training Curriculum which currently is such as the KCART training
    3. Additionally, the individual must have a clean background, as evidenced through background checks of records maintained by the Kansas Bureau of Investigation (KBI), Adult Protective Services (APS), Child Protective Services (CPS), Nurse Aide Registry, and Motor Vehicle screen.
  2. Intensive Individual Supports (IIS) with provider type/specialty of 11/404 provider qualifications:
    1. Certificate as Registered Behavior Technician (RBT) OR
    2. A letter signed by the KDADS HCBS Autism Waiver Program Manager or HCBS Director. This letter will validate that the individual has been deemed to have met the alternative requirements for this enrollment as noted below:
      1. An individual of 18 years of age or older with a
      2. High school diploma or equivalent
      3. 40 hours of successfully applied behavioral analysis training
      4. 8 hours - supervised intervention work
      5. 3 hours - ethics
      6. At least one hour each-criterion reference, social skills training, parent training, and program development.
  3. The applicant should also demonstrate to KDADS of successful completion of an initial competency assessment.
  4. Additionally, the individual must have a clean background, as evidenced through background checks of records maintained by the Kansas Bureau of Investigation (KBI), Adult Protective Services (APS), Child Protective Services (CPS), Nurse Aide Registry, and Motor Vehicle screen.

Individuals who have met the requirements to be enrolled as a CCTS provider are deemed to have met the requirements to enroll as an IIS provider but would need to specifically request enrollment as an IIS worker.

Note: KMAP providers currently enrolled for CCTS and/or IIS services are not required to re-enroll.

Note: The effective date of the policy is April 3, 2020.

The implementation of State policy by the KanCare Managed Care Organizations (MCOs) may vary from the date noted in the Kansas Medical Assistance Program (KMAP) bulletins.
