KMAP BULLETIN: UPDATED Implementation of InterRAI-Based Care/Service Planning Instrument for HCBS Programs

Effective June 16, 2025 July 1, 2025, the Kansas Department for Aging and Disability Services (KDADS) requires the use of a state-approved InterRAI-based care/service planning instrument by the Managed Care Organizations for all Home and Community Based Services (HCBS) Waiver Program participants.
KDADS will provide the approved InterRAI-based instrument to the Managed Care Organizations before the effective date.
The adoption of a standardized InterRAI-based instrument will:
- Enhance care coordination and service planning for HCBS participants.
- Improve data collection and analysis for program monitoring and evaluation.
- Promote consistency and efficiency across MCOs in serving HCBS populations.
Managed Care Organization (MCO) Requirements:
- MCOs are required to adopt and implement the InterRAI-based instrument for all HCBS Waiver Program service plans beginning
June 16, 2025July 1, 2025. - MCOs may configure the approved instrument within their existing information management systems.
- KDADS will provide initial training to the designated MCO staff. MCOs are responsible for ensuring that their teams are trained on the use of the InterRAI instrument.

Note: The effective date of the policy is June 16, 2025 July 1, 2025. The implementation of State policy by the KanCare MCOs may vary from the date noted in the Kansas Medical Assistance Program (KMAP) bulletins.
