KMAP BULLETIN: Expansion of Mobile Crisis Intervention Services - Mobile Crisis Response

Effective with dates of service on and after July 1, 2024, Mobile Crisis Intervention (MCI) services (H2011 U1) provided as a Mobile Crisis Response (MCR) will be available for all persons across the lifespan via crisis helplines with access to trained professionals. “Crisis” is to be self-determined by the caller. Preference is for MCR to be provided by teams of two individuals that include at least one Licensed Mental Health Professional (LMHP).

H2011 U1 is only appropriately billed when the MCR is provided and at least one individual responds in person. The H2011 U1 code should only be billed once for the MCR. The MCR is available  24 hours a day, 365 days a year.

Each supervising licensed professional/enrolled entity should bill  for the services provided as the rendering provider.

MCR services are to be provided in person by teams of at least two individuals at the preferred location of the individual or family (home, school, or other community-based setting). In  circumstances where face-to-face service by a LMHP is not  available, the medical record should reflect the reason that an  LMHP was unable to respond in person to the crisis. In those cases,  utilization of telemedicine delivery by the LMHP is allowed;  however, an inperson response should be made to provide  telemedicine access to an LMHP.

During the MCR, the LMHP would be prepared to provide deescalation, crisis intervention, safety planning, and a referral to community-based services, which may include crisis  stabilization. If there is a need for acute hospitalization, assessment,  and/or referral, these services should be completed at  this time. The LMHP would also be required to complete a State- approved assessment tool and a crisis plan with the individual  and/or family if determined necessary, with documentation kept in  the entity/organization’s medical record.

Place of Service (POS) Exclusions:  MCI services cannot be delivered when an individual has an inpatient status. The below listed POS codes are excluded for MCI services:

Professional Providers shall be:

  1. Licensed in their appropriate discipline.
  2. Enrolled in the Kansas Medical Assistance Program (KMAP).
  3. Review the contract with the KanCare Managed Care Organization (MCO) as applicable.
  4. Complete training approved by the Kansas Department for Aging and Disability Services (KDADS) for MCR.

Non-licensed and Paraprofessional providers shall be under the supervision of a LMHP and shall complete the required  trainings as directed:

  2. Trainings shall be completed as directed in state training requirements and documentation of trainings need to be accessible by the supervising professional. 

Note: The effective date of the policy is July 1, 2024. The implementation of State policy by the KanCare MCOs may vary from the date noted in the KMAP bulletins. The KanCare Open Claims Resolution Log on the KMAP Bulletins page  documents the MCO system status for policy implementation and any associated reprocessing completion dates once the policy is implemented.
