KMAP BULLETIN: Schedule II Drug Prescription Fills Limitations Update

Effective with claims processing date on or after August 1, 2025, the schedule II drug prescription fill limitations will be updated per Kansas Administrative Regulations, (KAR) 68-20-19, Article 20, Controlled Substances Listed in Schedule II guidance dated, effective June 2, 2023.
Per KAR 68-20-19, Article 20, Controlled Substances Listed in Schedule II updated guidance, Schedule II controlled substances may be refilled with the following conditions:
- If a pharmacist partial fills a C-II prescription for a retail patient, the prescription cannot be partially refilled after 30 days from date written.
- A pharmacist may dispense a prescription-only Schedule II controlled substance if there has not been more than 90 days after the original date of issue appearing on the prescription. All C-II controlled substance prescriptions expire at 90 days.
- If a pharmacist partial fills a C-II prescription for a patient that is terminally ill or in a nursing home, the prescription expires 60 days from the date written.
When evaluating claims for compliance, the dispense date will be compared to the prescribed date, prior to claim approval.
Partial fills of prescriptions for C-II drugs when used in circumstances other than those previously mentioned will not be covered.
Pharmacists are responsible for following all Kansas State Board of Pharmacy Statutes and Regulations Guidance regarding the filling of Schedule II prescriptions.

The implementation of State policy by the KanCare Managed Care Organizations (MCOs) may vary from the date noted in the Kansas Medical Assistance Program (KMAP) bulletins.
