KMAP BULLETIN: REMINDER: KMAP Provider Agreement Update

Effective with dates on or after April 1, 2026, The Kansas Medical Assistance Program (KMAP) has updated the required KMAP Provider Agreement. All enrolled providers must review the revised agreement upon revalidation and ensure compliance with the updated terms. 

Summary of Agreement Updates

The following sections of the agreement have been updated. Revisions include clarifications, updated statutory references, and removal of outdated references.

Access to Records, Confidentiality, and Routine Review

  • Updated statutory references now require providers to grant access to records, upon request, to:
    • The Office of Inspector General, and
    • The Medicaid Fraud and Abuse Unit of the Kansas Attorney General’s Office as required by K.S.A. 75-7427 and K.S.A. 75-726.
  • Providers must ensure that fax machines and multifunction printers (MFPs) are in secure, authorized-access areas. Digital fax solutions are encouraged.
  • Providers must comply with all applicable state and federal confidentiality laws.

Fraud

  • Providers must furnish records upon request to the Office of Inspector General and the Medicaid Fraud Control Unit, pursuant to K.S.A. 75-7427 and K.S.A. 75-726.
  • Providers remain accountable for the accuracy of all claim submissions, regardless of media or whether claims were submitted by an employee.

Civil Rights and 504 Compliance Assurances

  • Updated note clarifies that nothing supersedes provisions of the Indian Health Care Improvement Act (25 U.S.C. 1603).

Note: The effective date of the policy is April 1, 2026. The implementation of State policy by the KanCare Managed Care Organizations (MCOs) may vary from the date noted in the KMAP bulletins. The KanCare Open Claims Resolution Log on the KMAP Bulletins page documents the MCO system status for policy implementation and any associated reprocessing completion dates once the policy is implemented.
